A seemingly "impossible" task

 

Under the leadership of the Shanghai overhead line entry and pole renovation headquarters and the Shanghai Urban Comprehensive Management Affairs Center, and with the strong support and coordination of the district governments and district headquarters of Changning District and Jing'an District, Shanghai carried out the overhead line renovation project in 2018 in order to implement the work requirements of the municipal party committee and municipal government on strengthening the refinement of urban management, further strengthen the city's overhead line and road pole management, and reflect the new style of Shanghai city, gradually eliminate "black pollution" and reduce road poles; at the same time, it is also an important part of the guarantee work of the first Import Expo. The overhead line renovation project is also known as the "combined pole renovation project". Its main content is to concentrate traffic lights, road name plates, electronic police and surveillance cameras on one pole. All kinds of equipment chassis will be unified into the integrated chassis. This is the so-called "co-rod, co-box, co-pipe".

 

 

Shanghai Electric Power Intelligence is the main implementation unit of this major project in the city, responsible for the implementation of the "Shanghai Road Pole Consolidation Project (Bid Section 3) Project". On August 17, 2018, the facilities Management Office of Shanghai Housing and Urban-Rural Construction Management Commission, together with Shanghai Urban Comprehensive Management Affairs Center (Shanghai Underground Pipeline Supervision Affairs Center), Shanghai Changning District Construction and Transportation work Committee, Shanghai Urban Construction Design Institute (Group) Co., Ltd. Struggle to Overcome "Urgent, Difficult and Heavy"

 

How "urgent" is this project "?

 

Within 6 days, the pole, street lamp debugging, equipment relocation and pole pulling-out on the 1.1-kilometer road must be completed!

 

Huashan Road (Xingguo Road-Huaihai West Road) is the main north-south traffic road in Changning District. Along the road, there are important facilities and key buildings such as Fudan Middle School, Huashan Green Space, Xinghua Hotel and Xingguo Hotel. It is an important landscape road and security road in Changning District. Due to the power cut-off, the high-voltage line landing plan will not be completed until October 18 before the project department can enter the construction site. It is only 6 days before the planned completion date on October 24. This is almost an impossible task. How can the impossible become possible? For this reason, the leaders of the division and the project department should integrate, coordinate and reasonably allocate all forces and resources, optimize and improve the working procedures, sort out the integration process according to the characteristics of the road, refine the plan to every day and every half day, implement, promote and feedback the detailed work to everyone one by one, communicate and coordinate with the district headquarters and relevant units in time in case of problems, and truly achieve coordinated operations, concerted efforts from top to bottom to bottom to bottom and implement day and night, the "zero time difference" of each process was pushed forward, and finally the lever closing work was completed on October 24 according to the promised time node.

 

 

How "difficult" is this project "?

 

Difficulties in personnel deployment, tension in rod production schedule, complex construction environment, daily construction time is only two and a half hours at night, temporary increase in the construction area... On-site construction will encounter difficulties, Yuyuan Road Regional Project Department almost experienced a time.

 

Yuyuan Road (Dingxi Road-Zhenning Road) regional renovation project is carried out simultaneously with Huashan Road regional project. The project department not only needs to coordinate the allocation of resources with the Huashan road regional project, but also needs to overcome many difficulties such as the complexity of the original pipelines in the underground space of the sidewalk. In particular, the road surface of Yuyuan Road is narrow, the tram lane above has 700V DC, and only 2.5 hours of power failure time can be used to install the boom at night. In order to ensure the smooth implementation of the project, the members of the project department gave up rest, took the initiative to work overtime, made concerted efforts, and finally completed the task within the planned delivery time on October 24.

 

At this time, the municipal and district headquarters and the district diplomatic relations Committee immediately put forward further work requirements-the remaining section of yuyuan road (Jiangsu-zhenning) must also be completed by the end of October. Then, 16 of the rods needed for the project had not yet been produced, and all the members were exhausted. In order to complete the final battle, everyone did not complain, played the spirit of continuous combat and hard work, and overcame all difficulties. On October 26, 16 poles arrived 2 days in advance, all the boom poles were completed that night, all the lights were turned on on the 27th, all the equipment relocation and old pole removal were completed on the 28th, and the task was completed 2 days in advance, which provided valuable time for the subsequent power pole pulling, information cutover, road repair and greening promotion of the headquarters.

 

 

How "heavy" is this project "?

 

The Hongqiao Road project area is at the entrance to the Expo. Along the line, there are two state guesthouses, Xijiao Hotel and Hongqiao Yingbin Hotel. The responsibilities of the project department members can be imagined.

 

The renovation project carried out in Hongqiao Road area not only has strict requirements on the scheme of pole closing, but also has high standards and requirements on the actual effect of the final pole closing. Therefore, the discussion of the scheme, especially the requirements of some details, has been carefully considered. The design of some pole pieces at some points has been changed, which has brought great pressure to the site construction. On the last day of work, the project department also decided on the plan for the day, pressed piles on the day, erected poles on the day, moved equipment on the day, and pulled out the old poles on the day for the "three poles in one" (three poles are signal lamp poles, vehicle guide screen poles and public security monitoring poles) opposite the Xijiao hotel. Finally, the project department completed the construction and commissioning tasks on time.

 

Beyond, achievement elite team

 

But when Wan Zhiyong, the on-site project manager of Changning District, reviewed the project again, he said it was just an unexpected slimming trip. Under the scorching sun, he ran all over the gas company, power company, telecommunication company line bureau, information pipeline company, tap water company, cable ultra-high voltage company and other units to coordinate and arrange the operation surface and construction progress back and forth. In his eyes, it is only the work that should be completed and not worth boasting about;

 

 

For Cai Jun, the on-site project manager of Jing'an District, this project is just an opportunity to show his ability. He lightly described that he was stationed to inspect the construction site every day, pounced on the project day and night, assigned the current month plan, weekly plan and daily plan to each construction team, and carried out the construction in strict accordance with the plan, ensuring the overall construction progress;

 

 

For Wu Minfei, head of the on-site construction in Hongqiao area of the combined pole project, the biggest change for him from this project is only to turn black. But we all know that for this project, he worked overtime and gave up his rest time. The baby in the family was less than one year old, and he had no time to take care of it and entrusted it to his family. Stationed at the site every day, once found the pipeline and the project construction location conflict, timely communicate with the designer, modify the program. With his efforts, the Hongqiao section with complex pipeline conditions has achieved "one pit, one design";

 

 

For Wan Shanyu, a young project engineer, the project is just a learning trip and a "shoe buying trip". In order to solve the technical problems in the construction process, he assiduously studied the technical specifications related to the joint pipe renovation. At the same time, in order to ensure that the construction drawing matches the on-site construction conditions with zero error, he explores the project site every day. More than 40000 steps and 20 kilometers a day, three pairs of sneaker have been broken in just two months.

 

 

There are also them, including project team members Zhang Jun, Tang Yun, Xu Jizhong, Xiang Shixiong, Guo Chao, Chen Jiawei, Wang Bin, Hu Mingchuan and Li Lianyi. They patrol the project every day in different sections and stay at the project site. Some comrades have never returned home during the hot summer. They stick to it day and night, hoisting it until early morning every day, sleepy back to the project department to take a nap and continue to inspect the construction of the foundation pit during the day.
