In order to smoothly guarantee the first Shanghai International Import Expo, the Traffic Command Center of the Municipal Transportation Commission plans to implement the construction of the Import Expo traffic command platform project.

This platform plans to improve emergency support communication and command coordination capabilities by sharing and accessing video surveillance images around the National Convention and Exhibition Center. By accessing all kinds of operation data of the Import Expo, and carrying out summary, integration processing, statistics, analysis and comprehensive display of information, it will play a role of data support and auxiliary decision-making for the traffic guarantee work of the Import Expo.

From September 5, it was officially confirmed and implemented, and less than 2 months after the opening of the Expo, with the strong support of the owner unit and the company's leaders, the members of the project team got up early and went dark in the early stage, investigated and analyzed in various relevant units every day, and finally formed the overall framework of the platform, it is divided into seven sub-topics (parking management, track passenger flow, road network operation, venue passenger flow, taxi, ground bus, team bus) and one general topic (comprehensive display).

After the data requirements and system framework are basically confirmed, intense data docking and system development begin.

After more than 40 days of sleepless nights, most of the time worked until the early hours of the morning and the strong support of the company's leaders, various problems were solved one by one, and [Shanghai Traffic Command Platform] finally successfully completed the entire set before the opening of the Expo. In addition, the [Shanghai Road Network Traffic Monitoring Platform] implemented by Shanghai Electric Power Intelligence Co., Ltd. successfully connected all equipment before entering the Expo to help data collection and information release.

During the Expo, the entire project team was on standby 24 hours a day to ensure the normal operation of the two platforms. Three system inspections were carried out in the morning, middle and evening every day, with a total of 60 large-scale inspections and a complete summary report every day. At the same time, it was ensured that the fault site was eliminated within 30 minutes, and there was no fault during the Expo, and the system guarantee task was successfully completed.

Finally, the traffic Committee command center and the traffic Committee front-line headquarters checked the relevant passenger flow in real time through the [Shanghai traffic command platform] of Shanghai electric power intelligent and the video surveillance images around the national exhibition center, the traffic conditions of the ground and elevated roads around the fair, the passenger flow in and out of the important three lines and three stations of the track, the passenger flow of the venues, the storage and departure of the upper and lower taxi stations, and the transportation conditions of the connecting lines and the team buses, timely grasp the surrounding comprehensive traffic operation, and provide auxiliary decision-making function for the command center and front-line headquarters.

Emergency support work of intelligent traffic guidance system

The regional intelligent traffic guidance system of the National Convention and Exhibition Center, led by Shanghai Electric Power Intelligence, has built a four-level information release system in the "dredging area and control area" around the exhibition, which can quickly divert transit traffic, actively guide exhibition traffic, ensure safe, orderly and controllable road traffic in the national Convention and Exhibition Center area, and comprehensively improve road traffic control capability and service level.

In view of the particularity of the location of the International Convention and Exhibition Center and the complexity of management, the main functions of traffic guidance in the international exhibition center area include but are not limited:

1. Through the release of traffic control information, actively guide and control the driving path and speed of the participating traffic flow to ensure safe and orderly regional traffic and overall controllability;

2. Through the release of parking guidance information, guide participating vehicles to park nearby, balance the utilization rate of each parking lot, and at the same time alleviate traffic congestion and chaos caused by excessive parade traffic;

3, through the release of road status information, rapid diversion of transit traffic, effectively guide the exhibition traffic flow, and comprehensively improve the level of regional traffic services;

4, through the system interconnection, with the help of Ali "city brain" intelligent analysis, research and demonstration information release system and signal control system "linkage co-control" application results, to achieve accurate guidance and control of traffic flow.

The construction of this project started in early July and lasted for 3 months. In mid-October, the commissioning of 55 induction screens was completed. The project has a tight schedule, heavy tasks, a wide range of project coordination, complex business requirements, and many access platforms, but with the full support of all relevant units, and through the reasonable plan and progress of the project department, the project is finally completed on time with quality and quantity. In order to meet the needs of emergency support for various systems during the Expo and implement the 2018 China International Import Expo Facilities and Equipment Emergency Support Work Plan, the company has set up a supervision and support team for the Expo. At the same time, the project manager has formulated the "Special Support Plan for the Expo" to determine the work requirements of a complete set of processes from the preliminary preparation and planning stage to preparation and inspection, actual combat response and post-event evaluation, clarify the responsibilities of the personnel in each position, implement the standby of the guarantee personnel, and report the inspection and emergency repair situation, so that the National Convention and Exhibition Center will become the exhibition venue with the highest degree of intelligence, the best user experience, and the most orderly security work in the world, making the area the city The "safest, most orderly and cleanest" model area and demonstration area.

Organized the entire project team members and related units to conduct a field exercise, including a rehearsal of a series of possible problems such as emergency handling of traffic accidents, emergency repair of equipment failures, and reporting of software inspection failures, and were familiar with and mastered the actual combat process. The entire emergency response and repair process and the time required.

During the period of the International Import Expo, the project team strictly abides by the customer's requirements, takes the "Special Emergency Support Plan" as the program, and the internal and external support personnel are on standby 24 hours a day to ensure that they will be present within 10 minutes and eliminate the failure site within 30 minutes. Until the end of the Expo on November 10, a total of 140 inspection reports were written in the internal and external fields. In the process of operation and maintenance support, a total of 3 minor faults were eliminated, which were repaired within half an hour on average, and there were no major faults. The emergency support work has been unanimously affirmed by customers.
